Writing a Fleet Paint Standard Two Shops Can Match
A fleet paint color standard is a written file, not a paint code. It holds the code, the chosen variant, a dated spray out card sprayed with the same gun and film build used in production, the gloss level and the clear system. Two shops working from that file land in the same place. A code alone does not.

A paint code is not a color
A paint code names a formula, and a formula is not a color. Pull the code off the jamb sticker of a work truck, punch it into the mixing system, and you get a starting point. You also get a list of alternates the manufacturer released under that same code, and the panel standing in front of you matches exactly one of them.
That is before anything happened to the vehicle. A unit that has been in service ten years has usually been refinished at more than one shop. One sprayed a quarter panel in base and clear. Another shot an entire side in single stage because the truck was down and dispatch wanted it back on route. A third blended a bumper cover and stopped there. Now the vehicle carries three different film stacks, each aging at a different rate, and the sticker describes none of them.
Fleet white is the worst case, which is unfortunate, because most fleets are white. Whites are heavily tinted with fine particle titanium dioxide and a trace of yellow or blue oxide. Small tint shifts that would vanish in a dark metallic are obvious across a flat twenty foot box side. Two whites that read identical in the booth can split visibly in parking lot daylight.
The purpose of a color standard is to stop making that decision twice. It records what was actually sprayed, on what, with what, so the next repair does not start with a guess. Fleets that keep one file for the whole roster spend less on blend work over the life of the vehicles than fleets that re-derive the color at every collision.
What a spray out card proves that a chip book cannot
A spray out card proves what your gun, your booth and your painter produce from that formula, which is the only version of the color that matters. A chip book shows what the formula is supposed to do under ideal conditions. Those are different claims.
The card has to be sprayed the way the panel will be sprayed. Same gun, same tip size, same air pressure, same number of coats, same flash time, same clear. A card shot with two heavy coats when production runs three medium ones will read darker on a metallic and slightly different in hue even on a solid. Painters who spray cards casually produce cards that lie, and a card that lies is worse than no card because someone will trust it.
Card storage matters as much as card production. Keep them flat, out of light, in a folder or a drawer, never taped to a shop window or clipped to a clipboard that rides in a truck. A card left in a sunlit office for a season is a record of what the color used to be. Write the date, the formula code, the variant name, the gun and tip, the coat count and the clear product on the back of every card in pen before it leaves the booth.
For a fleet, the useful practice is one card per unit family, not one per fleet. A refuse body and a supervisor pickup may be ordered in the same nominal white and arrive from two different plants with two different formulas. Cards catch that. A spreadsheet does not. This is why color matching work begins in the booth rather than at a terminal.
Variant decks and why the panel decides, not the code
The variant is chosen against the actual panel, in daylight, by eye, and never against the code. A variant deck is a fan of small sprayed panels representing every released alternate under one code. You hold the deck flat against the vehicle, angle it to the sun, and find the one that disappears.
Manufacturers release variants for ordinary reasons. Pigment lots drift. A second assembly plant runs a different supplier. A mid cycle change in clear thickness shifts apparent depth enough that the color engineers issue a corrected formula. None of that is recorded on the jamb sticker, so the deck is the only route from a code to a color.
Read the deck at three angles. Face on at ninety degrees, then at roughly forty five, then at a hard glancing angle down the panel. A variant that matches face on and separates at the glancing angle is the wrong variant, and on a long flat side that mismatch will be visible from across a yard. Read it outdoors under open sky, not under booth lights and not under the shop metal halides, then confirm under one artificial source so you know how the pair behaves at night.
The panel you read against has to be a panel that has not been repaired. A cab door refinished three years ago at another shop is not a reference surface. On municipal units the least disturbed panels are usually the roof of the cab and the upper rear corner of the body, which is also why documenting them is worth doing before a unit ever needs work. Single stage or base and clear on a work vehicle
Single stage and base plus clear are not interchangeable on a work vehicle, and the fleet standard has to name one. Single stage puts pigment and resin in the same film. It sprays fast, costs less in paint hours, and buffs poorly once it chalks. Base and clear separates color from protection, which means the top of the stack can be sanded and polished many times without touching the color layer.
Solid whites and solid safety yellows can live in single stage. Anything with a metallic or a pearl cannot, because the flake needs a clear layer above it to orient in and to protect. Spraying a metallic in single stage and then buffing it exposes flake and produces a dull, grey halo that no amount of polish removes.
Duty cycle should decide the rest. A truck that gets brush washed daily wants the harder film, because a clear layer takes the wash marring and can be corrected. A trailer that sits in a yard and never sees a brush can run single stage and be recoated on a longer interval. Vehicles that carry a wrap or reflective markings should always be base and clear, since adhesive removal drags across the top of the film and single stage will not recover from it.
The cost gap is real but smaller than most fleets expect. Body and paint labor is posted at $210 per hour and paint supplies are calculated at $55 per paint hour, so a two hour difference in booth time on a door and a jamb runs about the same as a single set of hardware. Full unit refinish work lands in the $5,000 to $35,000 range depending on size and prep, and that spread is driven far more by teardown and substrate condition than by which system you pick. Gloss level, flat panels and curved cabs
Gloss is a specification, not a preference, because the same clear reads differently depending on the shape it sits on. A matte or satin clear scatters reflected light. On a curved cab the curve itself already spreads the reflection across many angles, so the matte effect looks mild. On a flat twenty foot box side there is no curvature to help, and the same clear reads noticeably flatter and slightly lighter.
Fleets that specify a satin finish for a low visibility look, or agencies that specify it to reduce glare, often approve a sample sprayed on a curved test panel and are then surprised by the box. Spray the approval sample on a flat card of the same substrate as the largest flat panel on the vehicle. That is the surface the gloss reading will be judged on.
Gloss also moves with film build. Under applied clear starves the surface and reads dull; heavy clear on a matting agent partially settles the flatteners and reads glossier than spec. Both look like a color problem to anyone standing at ten feet. Neither is.
Write the gloss into the file as a product line and a stated matte percentage, not as a word. Satin, semi gloss and low gloss mean different things across manufacturers, and a shop that reads the word instead of the product number will hand you a panel that is off by an obvious step. Where a fleet runs mixed body styles, note the gloss target for each body type separately, since a curved service body and a flat dry van simply do not need the same number to look like the same fleet.
Film build in mils and why it is a spec, not a habit
Film build is the thickness of the applied paint measured in mils, and it belongs in the standard because color changes with thickness. A translucent tint sprayed thin lets the primer show through and reads lighter. Sprayed heavy, the same formula reads deeper and, on a metallic, darker in the face.
Whites and yellows are the least forgiving because their hiding power is low. Yellow over a grey sealer at insufficient build looks green in the shade. The fix is not more tint; it is the correct sealer shade under the correct number of coats. That is why the sealer color belongs in the file next to the base formula.
Use a gauge, not a thumbnail. A magnetic or eddy current gauge on a steel cab reads total build in seconds, and on aluminum or composite panels an ultrasonic gauge does the same job. Record what the fleet standard is aiming for and record what came off the gun. When the next shop reads the file, the phrase three medium coats means nothing without the number it produced.
Build also drives durability arithmetic. Too little clear and the ultraviolet package cannot protect the base, so the color fades early and the whole side has to be redone rather than blended. Too much clear on a large flat panel raises solvent popping and dieback risk and increases the sanding hours later. Blend and panel work generally runs $500 to $5,000 depending on how many adjacent panels get pulled into the blend, and inconsistent build is one of the fastest ways to push a job from the bottom of that range to the top.
Metallic orientation, flop and the sun on one side
Metallic orientation is how the aluminum flake lies in the film, and it determines flop, which is the way a color shifts between a face on view and a glancing view. Get orientation wrong and the color matches at ninety degrees and separates completely at thirty. Fleet silvers and greys live and die on this.
Orientation is a spray technique variable, not a formula variable. Gun distance, air pressure, coat thickness and flash time between coats all move it. A wet heavy coat lets flake settle at random angles and produces a dark, mottled face. A dry control coat pins flake parallel to the surface and brightens the face while darkening the flop. This is why the spray out card has to be produced under production conditions: a card sprayed carefully by the shop lead does not predict what the same formula does in a production booth on a Thursday afternoon.
Then there is the sun. A unit parked in one orientation in a yard for years is not one color. The side that faces south or west takes far more ultraviolet exposure and loses gloss and a fraction of tint depth. Bring that truck in for a driver side repair and the panel you have to blend to is not the same color as the passenger side, even though both left the factory identical.
Two habits fix most of this. Rotate parking orientation on long term units so exposure evens out. And when a repair happens, read and record the blend target off the panel adjacent to the damage rather than off the opposite side of the vehicle. What the color file holds and what the work costs
The file holds everything a shop that has never seen your fleet would need to reproduce the last repair. Not a code and a phone call. A folder, per unit family, that travels with the vehicle record.
Keep it as a physical folder with the cards inside and a scanned copy in the fleet system. Cards do not photograph accurately, so the scan is an index, not a reference. Note who sprayed the card and when, because a card five years old has drifted and needs to be resprayed and re-verified against a known good panel before it is trusted again.

Can you match my fleet white from the paint code alone?
Usually not to a standard that survives daylight. The code returns a formula plus several released variants, and only one of them matches your panel. That step takes booth time, and it is the difference between a repair that disappears and one that reads as a patch from across a lot.
Why did my last repair match in the shop and not in the parking lot?
Booth lighting and daylight have different spectral content, so two colors that are metameric pairs look identical under one source and split under the other. It can also be a variant error, a film build shortfall that let sealer influence the color, or flake orientation that matched face on and separated at a glancing angle. Reading the color at three angles outdoors, then confirming under one artificial source, catches nearly all of it.
Should a work truck be sprayed single stage or base and clear?
Solid colors on units that see little washing can run single stage. Anything with metallic or pearl needs base and clear, because flake requires a clear layer above it to orient in and to protect. Vehicles that get brush washed daily or carry wraps and reflective markings should also be base and clear, since the top layer takes the marring and can be sanded and polished without touching the color coat underneath.
How often should spray out cards be replaced?
Respray and re-verify roughly every few years, and immediately after any change in clear product, gun or booth setup. Does gloss level really need to be written down?
