Compliance and Regulatory Notices
OCRV Center operates as a licensed California automotive repair dealer under BAR license ARD00288521 with EPA registration CAL000367879. This page sets out the consumer rights that licensing carries, how regulated materials are handled, which work requires certified technicians, and the boundaries of what this facility performs.
What rights does the licensing give you?
A California automotive repair dealer owes its customers a defined set of obligations. OCRV Center operates under BAR license ARD00288521, and these apply to every repair here regardless of whether an insurance carrier is involved.
- A written estimate before work begins, describing the work to be performed and the estimated price.
- Authorization before the amount changes. The shop may not exceed the authorized amount without your consent, which is why teardown findings are presented with photographs and require fresh authorization.
- Return of replaced parts on request. Ask before the work begins and the parts removed from your vehicle are returned to you, subject to core return and regulated disposal requirements.
- An itemized invoice separating parts and labor, identifying parts as new, used, rebuilt or reconditioned where that distinction applies.
- The right to decline. You may decline any recommended work, and a written estimate is yours to take to another facility.
- The right to complain. The Bureau of Automotive Repair accepts complaints against licensed repair dealers and investigates them, which is a meaningful protection that unlicensed operators cannot offer you.
These are statutory rather than shop policy, and a facility without that registration owes you none of them. It is a fair question to ask any shop before authorizing anything.
How are regulated materials handled?
Under EPA registration CAL000367879, with containment, documented disposal and licensed haulers. Recreational and commercial vehicle work generates a genuinely wide range of regulated material and it does not go down a drain or into a dumpster.
- Refrigerants, recovered rather than vented when an air conditioning system is opened or a unit replaced.
- Solvents, reducers, hardeners and paint waste from refinish operations, collected and disposed of through licensed channels. Booth filtration is part of the same requirement rather than an air quality convenience.
- LP, evacuated and handled correctly before any operation involving heat near the system.
- Batteries, including lead acid and lithium chemistries, which have separate handling and transport requirements.
- Coolants, fuels and lubricants displaced during body and equipment work.
- Adhesives and sealant chemistry, which are consumed in volume on laminated body repair.
The $45 hazmat line on an estimate covers the handling and disposal cost, and it is charged when work actually involves regulated material rather than added to every job by default.
Which work requires certified technicians?
Two categories are never delegated to whoever happens to be available, because the consequences of getting them wrong are structural or life safety rather than cosmetic.
LP gas system service and leak repair is certified technician work. LP systems on these vehicles feed the furnace, water heater, cooktop and sometimes the refrigerator, running through a body that people sleep in. Service and leak repair runs $285 to $2,500 and it is performed by certified technicians with proper leak testing, never as an incidental part of another job.
Structural welding and frame repair is certified technician work. Frame and structural welding runs $750 to $20,000 and it determines whether a vehicle behaves predictably under load and in a subsequent impact. Correction is measured and verified before any panel goes back on.
Two adjacent categories carry their own requirements. Refrigerant handling requires certification for recovery and charging. High voltage work on electric platforms requires isolation procedures before any body operation near the system, which is why electric delivery vans follow a different sequence than a conventional van with identical damage.
What are the stated boundaries of this facility?
Published plainly because a clear boundary saves a wasted tow, and because a facility that claims everything ends up subletting what it is weak at.
Not performed here: internal engine and drivetrain work, state vehicle inspection, and tailpipe testing. This is a body, paint, structural, systems and equipment installation facility. Where a job falls outside that scope we say so at the estimate stage and point you somewhere sensible.
Performed in shop only. All work happens at 23281 La Palma Ave in Yorba Linda, because the structural anchoring and measuring equipment, the downdraft paint booth, the lift capacity and the regulated material containment are the capability. Framed positively, bringing the vehicle here means the whole repair happens under one roof with one shop accountable for it, and nothing is subcontracted to a second facility and billed back to you.
No steering arrangements. Carriers are billed directly, and the shop does not enter arrangements that trade repair scope for referral volume. In California the vehicle owner names the repair facility.
Related material sits on the disclosures page for pricing and carrier rates, and on the terms of service for the conditions under which vehicles are accepted.
Questions we get asked
How do I verify the shop's license?
BAR license ARD00288521 and EPA registration CAL000367879 appear on estimates and invoices and can be checked with the issuing agencies directly. Verifying a license before authorizing a large repair is a reasonable step and no legitimate shop will be troubled by the question.
Can I get my old parts back?
Yes, if you ask before the work begins. That right is statutory for a California automotive repair dealer. Some exceptions apply where a part must be returned as a core or disposed of under regulated material rules, and you will be told which parts fall into those categories.
Why is LP work handled separately from other systems work?
Because a leak in a vehicle people sleep in is a life safety issue rather than a comfort one. LP service and leak repair is certified technician work with proper leak testing, and it is never folded in as an incidental part of another operation happening nearby.
